Generally what they do for things like Santarchy, is contact establishments on their route to plan ahead. Generally speaking, people will get freaked out and possibly pissed off if they feel their business has been invaded. On the other hand, if you call them ahead of time to let them know they'll have 100 people showing up and to stock up on vodka, they'll be happy to see you.

Malls are scary because of mall security, who have all the false sense of authority of a cop, but none of the regulations since they're on private property.

Yes, but something that like would work really well in a place like downtown Silver Spring, particularly given that they close the roads to traffic on the weekend. Or, alternatively, a retail place (like a mall) that isn't in such a large metropolitan area. Just stew on that.

The only problem with that is it's how people start getting arrested. As soon as you enter private property, and potentially start getting blood stains all over the place, all it takes is one manager who doesn't get the joke and calls the cops. Even if the cops can't actually detain you for anything, they can still follow you and ruin your time. If nobody complains, they generally leave you alone, but they tend to listen carefully to businesses is commercial areas.

The next time someone organizes something like this there should be more breaking up into smaller groups and wandering into various establishments. The reactions that took place at ESPN Zone were the best ones ("Look, Zombies Drink!").
